Lieutenant Colonel Ryan Chaffee – WI State Patrol
Ryan Chaffee has served in law enforcement since 2000 as a graduate of the Wisconsin State Patrol’s 51st Recruit Class. He is currently the Lieutenant Colonel and director of the Bureau of Field Operations. The Bureau of Field Operations directs Regional Operations and Specialized Services in the State Patrol and includes over 500 sworn and non-sworn employees.
Lt. Col. Chaffee began his State Patrol career as a trooper in the Southwest Region – Tomah Post assigned to Monroe County. Shortly after, he transferred to the Northwest Region and worked in Eau Claire and Chippewa Counties. As a trooper, he served as a field training officer, background investigator, vehicle contacts instructor, and pilot in the State Patrol’s Air Support Unit.
In 2012, Lt. Col. Chaffee was promoted to the rank of sergeant and was assigned the Northern Dane County work unit in the Southwest Region – DeForest Post. Shortly after, while serving as a sergeant, he was placed in command of the Air Support Unit and served as the Chief Pilot and flight instructor.
In 2015, Lt. Col. Chaffee was promoted to the rank of Lieutenant and Executive Officer for the Northeast Region – Fond Du Lac Post. He served in this position until 2017 when he was promoted to Captain and Region Commander for the Northeast Region. During his time in the Northeast Region, Lt. Col. Chaffee served as the State Patrol’s incident Commander during the 2015 PGA Tournament and 2020 Ryder Cup and served as the Operations Section Chief for the 2016 Republican National Convention in Cleveland, OH.
In 2021, Lt. Col. Chaffee was promoted to Major and Deputy Director of the Bureau of Field Operations assigned to Regional Operations and served in that position until 2022 when he was promoted to his current position.
Lt. Col. Chaffee graduated from the University of Nebraska in May 2000. While there, he earned his bachelor’s degree in criminal justice and business administration. He is also a Wisconsin Law Enforcement Command College graduate, where he earned his certification as a Wisconsin Certified Public Manager in 2019. Lt. Col. Chaffee has recently been selected to attend the 290th Session of the FBI National Academy in March of this year.

Thomas Bray, Business Advisor – J.J. Keller & Associates, Inc.
Tom joined J.J. Keller & Associates, Inc. in 2005 as an editor in the Transportation Publishing Department, Editorial Resource Area. Tom specializes in motor carrier safety and operations management. He serves as editor of the monthly Transportation Safety Management Today newsletter for both print and online publication. Tom also contributes to the development of forms, training programs and kits, software, and online services.
Before joining J.J. Keller & Associates, Tom had 23 years of industry experience. While employed in the industry, Tom held various safety-related positions, including driver, driver trainer, claims manager, safety supervisor, lead instructor, and Safety Director. As Safety Director, he was responsible for DOT compliance, policy development, driver human resources, driver training, CDL testing, and accident prevention for a fleet of 350 trucks and drivers.
Tom is involved in the National Private Truck Council, Wisconsin Motor Carriers Association, and Wisconsin Safety Management Council. He has completed all of the roadside inspector training courses offered by the Commercial Vehicle Safety Alliance (CVSA) and has been a voting committee member and program secretary for CVSA. He is also an instructor at MidState Technical College, a chief officer and advanced emergency medical technician for the Amherst, WI fire department, and previously served as a fire investigator on the Portage County Fire Investigation Task Force.

Travis Zaremba, Division Administrator – FMCSA
Travis Zaremba is the new Wisconsin Division Administrator at FMCSA. Travis was born and raised in Wisconsin and graduated with a B.A. in Criminal Justice.
He began his career working for the State of Wisconsin. Travis was actively involved in the WI MCSAP program for many years before he joined the FMCSA. He has over 15 years of trucking experience. Travis loves watching and playing sports, as well as participating in a variety of other outdoor activities.
