Course Description:
In this one-day seminar, we will dive into the Federal Motor Carrier Safety Administration (FMCSA) and Department of Transportation (DOT) regulations covering companies, drivers, and vehicles. Topics covered will include:
- Company responsibilities, including credentialing, recordkeeping, and safety management controls.
- Driver qualifications, hiring, licensing, and tracking.
- DOT drug and alcohol testing.
- Hours-of-service compliance and management, including the limits, records of duty status, and common exceptions.
- Vehicle requirements, including the required parts and accessories, and inspection and maintenance.
- Enforcement programs used by FMCSA to verify and ensure compliance.
- Upcoming and proposed changes to key regulations.
This seminar is not only for “trucking companies that use big trucks”. It is intended for any company that operates what FMCSA or the State of Wisconsin considers a “commercial motor vehicle”, or CMV (a single or combination vehicle used in the course of business that has an actual weight or rated weight of 10,001 pounds or more). During the seminar, we will clarify which of the regulations are applicable to all CMVs and their drivers (non-CDL CMVs and CDL-required CMVs), and which ones are unique to CDL drivers and their employers.

Thomas Bray, Business Advisor – J.J. Keller & Associates, Inc.
Tom joined J.J. Keller & Associates, Inc. in 2005 as an editor in the Transportation Publishing Department, Editorial Resource Area. Tom specializes in motor carrier safety and operations management. He serves as editor of the monthly Transportation Safety Management Today newsletter for both print and online publication. Tom also contributes to the development of forms, training programs and kits, software, and online services.
Before joining J.J. Keller & Associates, Tom had 23 years of industry experience. While employed in the industry, Tom held various safety-related positions, including driver, driver trainer, claims manager, safety supervisor, lead instructor, and Safety Director. As Safety Director, he was responsible for DOT compliance, policy development, driver human resources, driver training, CDL testing, and accident prevention for a fleet of 350 trucks and drivers.
Tom is involved in the National Private Truck Council, Wisconsin Motor Carriers Association, and Wisconsin Safety Management Council. He has completed all of the roadside inspector training courses offered by the Commercial Vehicle Safety Alliance (CVSA) and has been a voting committee member and program secretary for CVSA. He is also an instructor at MidState Technical College, a chief officer and advanced emergency medical technician for the Amherst, WI fire department, and previously served as a fire investigator on the Portage County Fire Investigation Task Force.
Steve Bojan, Director – Transportation Safety Services – Sentry Insurance
Steve Bojan brings almost 30 years of operations, safety, and risk management experience in the transportation industry to Sentry Insurance. He came on board as the leader of Sentry’s transportation safety consulting services. He serves as a resource for the team in the field as well as for other groups within Sentry Safety Services. His areas of focus are commercial vehicle compliance, truck crash prevention and transportation client risk assessment.
As head of Transportation Safety Services, Mr. Bojan leads a team of 8 dedicated transportation safety professionals. His responsibilities include team training, management and resource management. Additionally, he assists in creating client facing safety materials, managing transportation training events, and working with other internal stakeholders in fleet risk management.
During his career, Mr. Bojan has served as a Risk Management Analyst for USF Logistics, Operations Manager for a large moving and storage company, Insurance and Claims Manager for JDC Logistics, and as a Risk Engineer for Zurich’s Transportation Division. Most recently before coming on board at Sentry, Mr. Bojan was the director of risk management and crash prevention for UniGroup, the largest moving organization in North America with a fleet in excess of 4000 vehicles. He was responsible for identifying safety related risk, purchasing insurance for the enterprise, critical crash management.
As an Insurance and Claims Manager at JDC Logistics ($120M truckload carrier), Mr. Bojan was responsible for purchasing all lines of insurance and managing all claims, including workers compensation, auto liability, and cargo. He also worked as part of the safety team to identify loss trends and implement a number of best practices to reduce the cost of risk. He reduced the cost of premiums for all lines of insurance, worked proactively with insurance carriers, and assisted with the implementation of new safety programs to reduce the number of accidents serve as a resource for hazmat, OSHA, and created cargo claims program.
As Risk Management Analyst at USF Logistics, Mr. Bojan served as a safety and compliance resource for dedicated logistics accounts throughout North American and managed the claims process for large auto and workers compensation claims. In this role he coordinated accident situations, including hazmat and DOT reportable situations, negotiated and processed the settlement of physical and property damage claims, assessed liability exposure and created an accrual for all accidents. He coordinated legal counsel on litigated claims, expedite the TPA’s handling of claims, and prevented fraudulent claims.
Mr. Bojan holds a Bachelors of Science degree in Media Studies from the University of Illinois, and a Master of Business Administration with an Industrial Marketing Concentration from Miami University.
