Tom Bray
Editor and Senior Business Advisor – Transportation
Tom joined J. J. Keller & Associates, Inc., in 2005. As an editor and business advisor in the Transportation group within the Content Department he specializes in motor carrier safety, compliance, and operations management. Tom is responsible for developing and updating materials for new and existing products, as well as assisting customers with compliance and safety issues.
Before joining J. J. Keller, Tom worked in the trucking industry for 22 years, holding the positions of driver, driver trainer, safety supervisor, lead instructor, claims manager, training director, and safety director. During his employment in the industry he was responsible for DOT compliance, policy development, driver human resources, driver training, training program development, CDL testing, claims management, and accident and injury prevention. Tom is active with the Commercial Vehicle Safety Alliance, National Private Truck Council, Wisconsin Motor Carriers Association, and Wisconsin Safety Management Council.
Tom is a part-time firefighter and advanced EMT for the Amherst Fire District. He joined the department as a volunteer firefighter in January of 1991 and has worked his way up through the ranks. His responsibilities include firefighting, performing basic and technical rescue operations, providing advanced emergency medical care, instructing, and acting as a command-level officer. Tom also served as a Fire Investigator with the Portage County Fire Investigation Task Force. He currently holds the rank of Deputy Chief, responsible for line operations, training, and safety. Tom is a member of the Wisconsin Society of Emergency Service Instructors and the Wisconsin State Fire Chiefs Association.

Course Overview:
In this seminar, we will discuss the regulatory requirements placed upon a motor carrier by the Federal Motor Carrier Safety Administration (FMCSA). The discussion will cover the regulations that are applicable to a motor carrier, its drivers, and its vehicles, including:
- Company requirements and credentials (Parts 365, 366, 385, 387, and 390);
- Driver training, licensing, qualifications, and hiring (Parts 380, 383, and 391);
- Safe operation of commercial vehicles (Part 392);
- Drug and alcohol testing (Part 382);
- Hours-of-service (Part 395); and
- Vehicle equipment, inspection, and maintenance (Parts 393 and 396).
We will also discuss the methods FMCSA uses to determine if you, as a carrier, are complying with the regulations.
