Overview
- Review of the drug and alcohol regulations (Parts 382 and 40),
- The prohibitions (positive, refusal, actual knowledge, etc),
- Tests and the testing procedures,
- CBD/THC issues in WI and at the federal level, and
- The Clearinghouse (making the required queries and entries, what is it used for and will be used for)
- Reasonable Suspicion Test Option

Kathy Close
Editor – Compliance Expert
Kathy Close, Editor, has been with J.J. Keller & Associates, Inc. since 1999. Kathy has hands-on driver file auditing and DOT drug and alcohol program management experience. Her DOT drug and alcohol program management experience is second-to-none and she helps customers navigate this complex area on a daily basis.
Kathy jokingly refers to herself as a “reg nerd” because she loves diving into the regulations to help customers with compliance. She has answered thousands of regulatory questions in her time with J.J. Keller. Her mission: help customers stay compliant and reduce risk.
Kathy’s DOT drug and alcohol expertise has been showcased in various products and services, including reasonable suspicion and driver drug and alcohol training programs. Kathy is also well-versed in the CSA enforcement program, driver qualification, and transportation security.

Dave Zander
Safety Director and Human Resources
Dave has been in the Trucking industry for 45 years. He currently works for Lubenow Express, LLC. He spent 11 years as a DOT/OSHA Safety Consultant and Safety Director. He also was an OTR Truck Driver for 28 years and had 3.5 million accident & ticket free miles. Dave is a proud Military Veteran, serving our country for 9 years in the Army. He is a member of multiple Safety Councils and a Certified Safety Supervisor (NATMI).
