DOT Compliance Basics
Understanding and maintaining DOT compliance is critical for safe, efficient motor carrier operations. This seminar provides a practical overview of essential DOT regulations, with a focus on the requirements most often reviewed during inspections and audits. Led by Henry Frautschy and Tom Bray, the session will cover key compliance areas, common pitfalls, and proven best practices. Participants will gain actionable insights to strengthen compliance programs, reduce risk, and ensure their operations are prepared to meet regulatory expectations with confidence.

As Senior Business Advisor at J. J. Keller & Associates, Inc., I assisted customers directly and by developing and working on print and online products.
I am what is termed a subject matter expert, and customers appreciate the quick and clear guidance people in my position at J. J. Keller provide.
In the course of doing my job, I contacted and worked with many regulatory and enforcement experts. This helps me develop my knowledge and skills, as well as better equipping me to help customers.

In my time away from J. J. Keller, I am a firefighter/AEMT for my local fire department. My supervisors and managers at J. J. Keller have always been understanding of my “two lives” (J. J. Keller and the fire department). They have always supported me when my two lives collide, and I have to be late due to being tied up on a call that came in right at shift change.
Henry Frautschy is an accomplished transportation and aviation professional with more than four decades of industry experience. For 22 years, he served as the editor of Vintage Airplane magazine. In addition, the last half of his time there he was also the Executive Director of the Vintage Aircraft Association, a division of the Experimental Aircraft Association dedicated to preserving and celebrating historic aircraft. During that time, he championed General Aviation advocacy and worked with association members to “Keep Them Flying!” Throughout his career has continued to contribute to aviation publications as a writer and photographer.
In 2016, Henry transitioned to surface transportation, joining Schneider National as a driver and later as an instructor at their Green Bay Training Academy. Over nearly a decade, he taught weekly classes for new hires, worked on process improvement initiatives, and presented classes to office staff to strengthen their understanding of drivers and their responsibilities. Class subjects ranged from the seemingly simple “how to turn a truck” to a full understanding of hours of service rules and how each day’s activities must be managed.
As a WMCA Road Team captain since 2020, Henry has promoted safe driving practices in high school driver education programs across northeast Wisconsin.
Since retiring from Schneider in 2025, he has served as Transportation Manager for the Latino Academy of Workforce Development in Madison, where he has enhanced CDL training curricula and built industry partnerships. The academy’s federally funded grant program has trained nearly 100 new drivers for careers in transportation and construction and continues to grow, ensuring that ELDT standards are met and exceeded.
