Wisconsin Council of Safety Supervisors Constitution and By-Laws


Sec. 1 The organization shall be known as the Wisconsin Council of Safety Supervisors (WCSS) of the Wisconsin Motor Carriers Association.

ARTICLE II – Purpose

Sec. 1 The primary purpose of the WCSS shall be to promote SAFETY. The WCSS shall organize programs to promote highway safety, as well as safety related to the motor carrier workplace.
Sec. 2 The WCSS shall maintain by-laws to govern its organization and the fundamental rights and obligations of its members. Which by-laws and all amendments thereto and charges therein shall be subject to approval by the Executive Committee and the general membership. All actions of the council shall be in conformity with the constitution and the by-laws of the Wisconsin Motor Carriers Association.

ARTICLE III – Council Membership

Sec. 1 The membership of the council shall be composed of:
(a) MEMBER – Safety personnel employed by carrier members or by representatives of members who manufacture, sell supplies or equipment to the transportation industry or who perform services for the transportation industry and are members of the Wisconsin Motor Carriers Association.
(b) ASSOCIATE MEMBER – Individual engaged in full or part-time accident or injury prevention activities who do not belong to the Wisconsin Motor Carriers Association. Associate members cannot vote or hold office in the WCSS. They may be appointed to committees.
(c) HONORARY MEMBER – The Executive committee is authorized to name Honorary Members. To be eligible for designation as an Honorary Member, an individual must have been retired, a past officer and have made significant contributions to the WCSS and the industry over an extended period of time. Any member of the WCSS may nominate a qualified individual for selection as an Honorary Member. Nominees who must have majority approval of the Executive Committee and the Steering Committee for designation as an Honorary Member, are invited to all WCSS functions and has full membership privileges.

ARTICLE IV – Officers

Sec. 1 The Officers of the WCSS shall be selected from the membership of the Council. There shall be a Chairperson, Vice-Chairperson, Secretary and Treasurer. Officers shall attend at least 70% of all membership meetings to be considered for succession.
Sec. 2 In the event that an Officer of the WCSS shall resign, the Chairman shall appoint someone to fill the position protem. Individuals would be nominated for any open officer position during the next election

ARTICLE V – Election of Officers

Sec. 1 Officers shall be selected in the following manner:
(a) The Chairperson shall call the Steering Committee to order at the October meeting for the purpose of nominating a slate of officers for the December election.
(b) The Steering Committee Chairperson shall present a slate of nominees at the November meeting of the WCSS. Additional nominations may be made from the floor at this meeting or at the time of the election. Prior to the December meeting, notice of the election and the names of all nominees and the offices for which each is nominated will be published in the December newsletter to all members.
(c) The Chairperson, Vice-Chairperson, Secretary and Treasurer shall be elected by majority at the december meeting.
(d) Officers are elected for a term of one year.

ARTICLE VI – Duties of Officers

Sec. 1 Duties of Officers shall be as follows:
(a) The Chairperson shall preside at all meetings, have general charge of all activities of the WCSS and appoint committees to assist in carrying out such duties.
(b) The Vice-Chairperson shall serve as Chairperson in the event of absence or incapacity of the Chairperson. The Vice-Chairperson shall serve as Chairperson for the Annual Truck Driving championships.
(c) The Secretary and Treasurer shall preside, in that order, in the event the Chairperson and Vice-Chairperson are absent or incapacitated.
(d) The Secretary shall record and read the minutes of each meeting. The minutes will be published in the next months newsletter.
(e) The Treasurer shall report all income, disbursements and the balance of the WCSS treasury at each meeting.

ARTICLE VII – Meetings

Sec. 1 Meetings of the Council shall be as follows:
(a) The WCSS may have regular monthly meetings held on the third Thursday of each month, excluding July and August, at the time and place designated by the Chairperson.
(b) Monthly and special meetings may be held at other times and places on the call of the Chairperson.

ARTICLE VII – Committees

Sec. 1 Committees will be organized and serve as follows:


The Chairperson my appoint committees to conduct each phase of the council’s activities. Committees will be appointed at the January meeting and will serve for one year. Additional committees may be appointed by the chairperson during the year as needed.
Sec. 2 The Executive Committee of the WCSS shall be composed of the elected Officers of the Council, and a representative of the WMCA staff. They shall meet on the call of the Chairperson and shall have the power to act on any and all matters of the WCSS business.
Sec. 3 The Steering Committee shall consist of past Council chairpersons and will serve in advisory capacity to the Council Chairperson on all matters of Council business and activities. The Steering Committee will appoint a chairperson as spokesman for the committee and will meet as directed by the Council Chairperson.

ARTICLE IX – Voting and Quorum

Sec. 1 There shall be one vote for each regular member at all meetings and the members present at any regular or special meeting called to order after proper notice with two WCSS officers present shall constitute a quorum.


Sec. 1 Dues of the Council shall be an amount determined by the Executive Committee to be paid by each member and associate member. This amount will be payable on January 1st of each year.

ARTICLE XI – Amendments to By-Laws

Sec. 1 By-Laws shall be amended in the following manner:
(a) These By-laws may be amended by two-thirds vote of the WCSS members assembled at any regular or special meeting called to order after proper notice.
(b) The proposed amendments shall be communicated to the membership not less than fifteen (15) days preceding the meeting at which they will be considered and acted upon.
