She is a graduate of the University of Northern Iowa with a BS in Criminology and a minor in Journalism and ha s been with FMCSA for 32 years. Shirley began her career in 1990 in the Am es office as a safety specialist and federal programs team leader\; in 200 1 she took a position in the North Carolina division office as a safety pr ogram manager\, before returning to Iowa in 2004 as the Division Administr ator. Shirley has 3 adult children.
