SEMINAR: FMCSA CLEARINGHOUSE UPDATES
Biography: Mark G. Oesterle became the Division Administrator of the Federal Motor Carrier Safety Administration (FMCSA) Wisconsin Division in 2005. His passion for highway safety comes from more than 28 years in a variety of regulatory and training related positions with FMCSA. He delivers national motor carrier safety program policies, commercial driver’s license objectives, and enforcement actions to accomplish the Agency’s mission of reducing crashes on America’s highways. Mr. Oesterle led an agency training program which annually trained over 5,000 law enforcement personnel nationwide. He is a recognized professional on motor carrier regulations and the training of law enforcement personnel on safety and hazardous material regulations.
SEMINAR: LEGISLATIVE CBD & SYNTHETIC UPDATES
Biography:Joe holds over 35 years experience in the transportation industry. Joe is certified as an instructor in Law Enforcement Ethics and Joiner Management Principles. He is a Commercial Vehicle Training Association Certified Master Instructor and was a member of the PTDIA Beta Test Group. He has run Driver Training Schools and worked with trucking companies to establish training, safety and operations procedures. Joe is currently President of Sabertooth Enterprises and is a past Chairman of the Wisconsin Council of Safety Supervisors.

A nationally recognized expert on workplace violence, personal safety and self-defense. The author of “Street Smarts & Self-Defense for Children”, he is a highly regarded speaker and writer on the subject of crime prevention and self-defense.
LT. WILLIAM BERGER
Lieutenant William J. Berger has been with the WI State Patrol for 30 years. His entire State Patrol career has been within the Motor Carrier Enforcement department. Lt. Berger began his career within the State Patrol working as an inspector in the Northwest region – Eau Claire post. He has supervised the Motor Carrier Operations and the State Patrol Inspector Work Unit as a Sergeant for 7 years. Currently, Lt. Berger is assigned out of Central Headquarters in Madison with direct oversight of the Statewide Size & Weight Program. Prior to joining State Patrol Lt. Berger worked for the Dunn County Sheriff’s Department for 2 ½ years. Lt. Berger enjoys staying busy with a farming operation, spending time with family and supporting our local High School Sports Teams.
